Therefore, the Khurasanis started conflicts and fighting with them in Baghdad. Seeing this situation, the Abbasid Caliph al-Mu'tasim Billah established a military cantonment in the _Lashkar of Fergana_, near the mouth of the Qatun Canal on the banks of the Tigris, about 90 miles from Baghdad. There he also built a palace for his residence. He had houses constructed for the army, and after building markets, a grand mosque, and all other necessary structures, and settling the Turks there, he himself moved to that newly built city.
He named it _Surr Man Ra'a_, which due to frequent use became famous as _Samarra_. This city was founded in 230 AH. In the same year, instead of Baghdad, Samarra became the _Dar al-Khilafah_ [Seat of the Caliphate].
Because it became the seat of the Caliphate, within a few days the splendor and population of Samarra came to rival Baghdad, and instead of the Arab and Khurasani elements, the Turkish element became dominant over the Seat of the Caliphate and the Caliph.
In the same year, Muhammad bin Ali al-Rida bin Musa al-Kazim bin Ja'far al-Sadiq passed away and was buried in Baghdad.
